Job Title: Site QS and Commercial Manager

Location: Dubai



Contract Start Date: 01/05/2025

Contract Finish Date: 31/10/2026



Working Hours: 50 hours per week (Sunday to Thursday)

Weekend Working: As required 



Certifications:




  • Extensive experience with Quantity Surveying

  • Extensive knowledge and familiarity with contract terms of EPC and construction contracts and with allocation of risks in such relationships

  • Experience in setting up and negotiating terms and conditions of subcontracts

  • Chartered Quantity Surveyor would be advantageous (RICS / CICES)

  • Competent negotiator

  • Commercially competent including advanced understanding of principles of contract law



Other Requirements:




  • Performs contract analyses with regard to opportunities and risks identification of Variation order and/or claim potential

  • Ensures commercial requirements are met and client contractual rights and entitlements are protected

  • Inputs into the Project Change and Claims Strategy and writes and implements the Contractor change and claims strategies

  • Supporting the respective Package Manager and Site rep in contractual matters, e.g., supporting the contractual change order processes and reviewing and drafting of correspondence of contractual relevance

  • Identifying, evaluating, and following up on all events relevant for incoming and outgoing claims

  • Collecting, preparing, analysing, and managing relevant claim documents (including drafting of letters) and evidence in accordance with contractual deadlines & requirements

  • Ensure timely contractual notifications are made

  • Performing quantum and/or delay analyses in view of establishing causation for relevant events impacting the scope of works or project schedule

  • Providing expert advice and support to project management and site management

  • Pursuing or defending claims based on collection of and advising on relevant project records, documentation, and all relevant facts

  • Ensures efficient communication with all relevant internal stakeholders, i.e., Planning, Quality Management, EHS, suppliers

  • Supports Procurement and Logistics, if applicable

  • Regularly participates in lessons learnt in relation to the supply chain conditions of contract

  • Actively builds relationships with the Contractor commercial management

  • Identifying relevant contractual aspects for developing and implementing project-specific claim strategies



Scope of Works:




  • Commercial management of the Tier 1 Contractor

  • Carrying out on-site verification of the Contractor’s applications for payment

  • Performing initial evaluation of the Contractor’s Early Warnings and Variation proposals, and claims

  • Liaising with the Contractor on demonstrating actual cost of variations

  • Participation in meetings with the Contractor’s representatives on a daily and weekly basis as needed

  • Providing weekly highlight reports to the Client Deputy/Package & Commercial Manager

  • Monitor risks and raise alert to any perceived trends or issues

  • Contribute proactively to the delivery of an inherently safe and quality wind farm that minimizes the cost of energy over the life of the project

  • Liaise with other members of the relevant package and stakeholders as required

  • Supporting project procurement by advising on administrative and commercial terms & conditions for subcontracts

  • Reviews and evaluates the contract conditions including all attachments, incorporating tender knowledge from Legal

  • Supports the Package Manager in identifying, evaluating, assessing risks & opportunities, strategies, and response

  • Manages or participates in the final account settlements of the Contractor
